Conditions For Excavation in the Vicinity of Underground Utilities and Infrastructure
- Technical standards and safety Act 2000.0. Reg. 210/01 : s.9 (1) No person shall dig, bore, trench, grade, excavate or break ground with mechanical equipment without ascertaining the location of any pipeline that may be interfered with.
- Each excavator, boring contractor or trenchless excavator is required to obtain their own locate.
- The excavator shall ensure that all excavation within the locate area shall be performed in compliance with all government statutes and regulations and that all approvals and permits are obtained before digging.
- All excavation procedures must ensure the safety of the general public and the workers carrying out the excavation as well as make all attempts to prevent damage to the underground plant.
- The excavator is not to work beyond the work area indicated on the locate sheet. Work beyond the work area requires another locate.
- Locates expire in 30 days from the date on the locate form. Expired locates must not be used. Another locate must be performed if markings become unclear, stakes disappear or are displaced – even if the locate is still current.
- Buried plant location is marked at the center line with standardized colours using specialized locating equipment. Even with the use of best practices, many factors can impact the accuracy of a locate. The exact location must be determined by hand excavation with careful use of hand tools and not the use of picks or pry bars. Machine excavation should not be closer than 1 meter of either side of a locate marking. Caution must be shown since the depth of the plant may vary. Non-metalic lines and lines without tracer wire may not be able to be located.
- The client must be aware that the purpose of this locate is to identify privately owned services. Locates of utilities that come after the primary feeds are not located through the free provincial Ontario One Call Centre. Locates completed by Grey Bruce Locating Services are chargeable services, payable by the requestor.

The person signing this locate has authority to bind the excavator.
